Solar Powered, Rotating Residential Tower

A British company is building a residential tower in Dubai that uses solar power to rotate the building 5mm per second (presumably, this is the tangential velocity), for one entire revolution per day.

The power required to perform the rotation is equivalent to "21 electric kettles". I guess it shouldn't be hard to harness that amount of power, given the location!
